Libre Defined
Libre implies freedom to access, read, listen to, watch, or otherwise experience the resource; to learn with, copy, perform, adapt and use it for any purpose; and to contribute and share enhancements or derived works.
Users of Libre Resources are free to
(0) use the work for any purpose
(1) study its mechanisms, to be able to modify and adapt it to their own needs
(2) make and distribute copies, in whole or in part
(3) enhance and/or extend the work and share the result similarly.
Freedoms 1 and 3 require free data formats and free software as defined by the Free Software Foundation
This may not be a real fork (so I have not proposed it yet). I would be happy for "Libre Defined" to be equivalent to "Freedom Defined". The thinking around the preamble etc. looks good.
I suspect the term "libre" is becoming quite well understood via the acceptance of the term FLOSS (free/libre and open source software), and we may be reaching a point where 'libre" may be used to avoid the free/gratis confusion.
Note that the definition above is a direct analog of the Free Software definition (standing on the shoulders of giants :-).
If there is discussion about this approach, I hope it addresses possible generalisations inherent in the first sentence on this page ("Libre implies freedom to ...).
